About Quantum Residential

Headquartered in Vancouver, Washington, Quantum is a third-party property management firm that specializes in large multifamily properties (50 units or more). Our firm has been in continuous operation since 1976 and currently manages nearly 6,200 units at 49 properties in Washington and Oregon.

Our People

Our corporate staff consists of 17 dedicated employees who provide our core services of management, accounting, training, computer support, marketing, and payroll/benefit administration.

In addition, Quantum offers the following in-house ancillary services:

Scott Arena | President

Scott holds a Bachelor of Science Degree from Lewis and Clark College (1987). Following a passion for investment real estate he entered the multi-family field with Guardian Management in 1991. Starting at the site management level he gained experience at various sites, eventually managing the portfolio's largest property and then being promoted to portfolio supervisor in 1994.

In 1996 he joined GSL Properties, Inc. Initially a project manager for a large new construction project, he was promoted to portfolio manager in 1999, and a year later became Vice President of Management Operations.

Joining Quantum Residential, Inc in 2004, Mr. Arena has held the position of Executive Vice President and now holds the position of President. Overseeing corporate operations, client relations, and business development, Scott also maintains a portfolio of key client groups.

Committed to on-going professional development, Scott holds the CPM designation with IREM (earned in 2001) and the LIHTC Compliance Professional designation (Novogradac 1998).

Committed to community affairs and promoting professional development, Scott has served on the Board of Clark County YMCA (2006-2011) and is involved with Multifamily NW, the region's largest property management education/advocacy association representing over 160,000 units. Serving as a MFNW board member since 2012, Scott is on the Executive Council and 2015 Board President.

Scott enjoys being a Portland native, and resides in Lake Oswego, Oregon. He enjoys running, fitness, golf, illustrating children's books, and vacationing with his family.

Jason began his career in property management in 1999 with the Portland office of Fairfield Residential. After 6 years, Jason was transferred to San Francisco, overseeing the lease-up and construction of several large new projects in the Bay area. He also provided area management support for a large portfolio of affordable and conventional properties from San Jose to Sacramento.

Jason moved back to Portland in 2008 and accepted a Portfolio Manager position with Princeton Property Management. This portfolio consisted of a mix of conventional as well as affordable housing units with as many as 18 properties throughout Oregon and Washington.

In 2011, Jason joined Quantum Residential where he currently manages a portfolio of 1627 apartments, including three major Housing Authority Agencies. He is currently pursuing his CPM designation with IREM and holds the designation as an HCCP (Housing Credit Certified Professional - LIHTC) with the National Home Builders Association.

He is the proud parent of two young boys, Pierce and Peyton. Jason stays active in the community volunteering on the board of several Low Income Housing consortiums as well as previously serving on the board for the Clark County YMCA.

Leslie Maehlum returned to Washington State in August 2011 after working in the Bay area for sixteen years.

During her career with Mayfield Companies in California, Leslie worked as both an on-site Manager and as a Portfolio Manager at over 100 different multifamily sites, gaining valuable experience with affordable and conventional properties. In 2001, she was promoted to General Property Manager with Mayfield Companies, personally responsible for supervising the entire multi-family property portfolio, including the maintenance department.

Leslie joined Quantum Residential in 2011 and currently manages a portfolio of 1,081 units throughout Oregon and Washington.

Leslie is a University of Washington Alumni and enjoys watching Huskie football, plays tennis, bridge and loves walking in the rain.

Lance began his career in property management in 2004 with Pinnacle AMS. During his first seven years with Pinnacle, Lance specialized in both onsite management and maintenance of conventional, market rate communities. Lance then transitioned into Pinnacles' HOA management division where he oversaw a large portfolio of 800+ single family homes and condominium associations. After two years in this role, Lance accepted a Portfolio Manager position with IPM overseeing a mixed portfolio of conventional multi-family housing and HOA's. Lance's extensive background in building maintenance and project management allowed him to excel in this position. In early 2015, Lance joined the Quantum Residential family where he directly supervises nine communities in OR and WA totaling 1042 units. Lance is pursuing his CPM designation as well as various Affordable Housing designations. In his off time, you can find Lance enjoying all that the Pacific NW recreational scene has to offer. He enjoys boating, golf, camping, and quality time with family and friends.

Dennis joined Quantum in 2016 and currently oversees a mix of conventional and affordable communities throughout Oregon (Portland and Bend). Bringing a broad depth of skill and experience, Dennis spent over seven years at the property level working in both maintenance and property management departments. He has served as a company leasing trainer and adds strong customer service, project management, and team building skills to our organization. Prior to joining Quantum, Dennis worked with Guardian Management and, prior to that, Home Forward. As a Portfolio Manager he was responsible for the daily operations of multiple sites his responsibilities included budgeting, training, and staffing and project management. Also adept at administrative, analytical and project management, Dennis brings a host of beneficial skills to our portfolio team.

Dennis is a licensed broker in Oregon and Washington. He has earned an Accredited Residential Manager (ARM) certification from IREM, a Public Housing Management (PHM) certification from Nan McKay, a Project+ (Project Management) certification from CompTIA, and a Low-Income Housing Tax-Credit certification from Quadel. He holds a Bachelor of Science degree in Business Management from Western Governors University as well as a Master’s in Business Administration (emphasis in Management and Strategy).

Felicia Poe joined the Quantum Residential team in 2016. As a Portfolio Manager she is responsible for the oversight of ten apartment communities (multi-program affordable sites) in the Vancouver and Clark County area. Felicia brings over 18 years of Affordable Housing experience to our organization. Most recently a Regional Property Manager with Home Forward (formerly the Housing Authority of Portland) she also served in management roles with Central City Concern.

Following a passion for low income, disabled and aging residents and helping people in need, Felicia began her career as a property manager with Princeton Property Management. Honing her skills with a variety of properties, Felicia quickly learned to effectively orchestrate all facets of affordable site operations – with particular focus on maintenance, resident satisfaction and retention.

During her time with Home Forward, she oversaw all elements of operations and placed great emphasis on instilling the company’s mission to maximize positive interactions with team members, customers and clients. She also developed high-performing teams, driving strong financial performance and providing consistent and prompt resolution to both community and resident challenges. Felicia brings depth, experience and talent to her position with Quantum Residential.

A graduate of Concordia University, Felicia holds a BA degree in Business Administration.

Gary O'Connell earned his B.A. in Finance from the University of Portland in 1969. Thereafter he earned 33 hours of post graduate accounting from Portland State University, his NASD securities license and his Oregon State Insurance license as well.

Gary began his career in property management in 1976 with PMSI/Realvest Corp. in Vancouver, Washington as a Portfolio Manager. He earned his Certified Property Manager (CPM) designation in 1983 and Real Estate Broker license for both Washington and Oregon in ensuing years. He subsequently purchased Quantum Residential, a subsidiary of Realvest, in 1997 and has served as its President since then.

Gary has been active in industry and community associations throughout his career, including the Institute of Real Estate Management, Metro Multifamily Housing Association and Vancouver Rotary Club. He has also served on the Boards for the YMCA, Big Brothers/Big Sisters, Bridge The Gap for foster children and the Vancouver chapter of the American Red Cross.

While still actively involved in the company, Gary and his wife, Meg, now spend much of their time at their Eagle Crest home in Central Oregon, enjoying outdoor activities with their son and daughter and eight grandchildren.
